There aren't too many options within Lulea for lodging. This hotel was fine with us, rooms were clean and we had a nice view of the water (ask for a top floor with water view). The lobby area and the restaurant is good, albeit not modern. Food is good quality for Northern Sweden. Conference staff is helpful and diligent, meeting rooms good. We booked in here for about $100 USD per night through Hotel Club. They gave us a spacious and comfortable room which was perfectly clean.
