The problem here is the noise. The hotel is located next to the "Village" night club that plays ear splitting music until 3:30 AM, making it impossible to sleep. Reviews here are pretty subjective, are they? I had a great time at the Reef, although I am not sure that objectively it is "the best hotel in the world" (or even in Eilat).
