Normally you can catch up a taxi at the airport quite easiliy, just hold your hand out at the side of the street. It will not take long till someone stops. Check if you can open the door from the inside of the car and ask the driver if he speaks English.

If you want a real taxi, call City Taxi at 344499 or 300000, if there is none waiting.

Taxis are quite cheap, ask for the price to wherever you wamt to go, befor you get in.

Usually taxi guys will swamp you as soon as you leave the arrivals area. Stand outside looking confused and they'll find you. Most are informal cars, which are fine. Make sure you agree on a price in advance, and don't ride with anyone other than the driver. The going rate into UB (25km) these days (7/08) is about MNT 10,000 ($8.50). A taxi might cost a little more.
