Stayed here for 3 nights with party of 5 in an apartment and a double room. Both rooms had been recently refurbished and were clean and well decorated even if not to my taste. The apartment had a great view of the waterfront.
The swimming pool was fine, and nice to have for our kids after a long trip from Bucharest.
Service and food in the restaurants was average; both nights we ate at the restaurant they forgot dishes we had ordered . The breakfast buffet was ok though the scrambled eggs on all 3 mornings were served cold and each morning they ran out of something (cereals or ham or cheese..)
The front desk organised a private trip on a small boat into the Delta that I would recommend at 20 euros per hour.
Tulcea itself is not particularly nice, though we did find a decent pizzeria round the corner from the hotel (just off Str Unirii).
So a comfortable base to visit the Delta from, though you may quickly tire of the hotel restaurant
